HSE Executive wanted to work with a reputable company in Malta operating in the FMCG sector.

Reporting to the HR Manager, the role of the HSES Executive is to serve as the internal governing body to instil and manage systems to prevent risk of personnel injury or ill health, pollution prevention, and comply with legal and other safety and environmental requirements; act as liaison to external agencies and contractors on issues related to security, health & safety and environment.

Key Accountabilities/Responsibilities

Establish and Execute HSE strategy:
• Leads the establishment of a Safety, Health and Environmental
• Management System of the organisation that ensures prevention of accidents and environmental incidents and compliance to local laws and other requirements
• Leads the establishment of a Safety, Health and Environmental Policy
• Provide necessary data to support the achievement of HSE objectives and enhance the company’s reputation in line with HSE Strategy.
Risk Assessments:
• Facilitates the conduct of workplace risk assessment on all the areas covered by the Safety and Environment Management system. Identify and implement preventive measures to prevent accidents
• Facilitates the identification of relevant laws and other standards applicable to sites operation
• Identify and implement action plans to be compliant with said standards and legal requirements
• Establish a site risk management and audit program together with the necessary contingency plans to minimize the consequences of any foreseeable incident
• Ensure that site investment and changes in processes, equipment and systems are carried out in accordance with the concepts of HSE by design and relevant HSE requirements and GMP
• Establish an emergency preparedness and response plan. Organize a special team that could support the regular crew of the operating units. This team shall constitute volunteers from the different sites/departments. Maintain the skills level and equipment of the special team through regular training. Maintain and assess preparedness through planned regular drills
• Oversee the Company’s premises security function
Training and Education:
• Facilitate in identifying training needs of all employees and other stake holders. Institute programs to provide training and periodic/regular sharing of information among all stake holders
• Maintain proper documentation system for quick access and use of stake holders of relevant information. Maintain control on releases of these documents
• Ensure that arrangements are in place to make all stakeholders aware of legal obligations relating to Occupational Health and Safety and on the Environment
• Create and maintain an HSE culture throughout the site that inspires a proactive attitude and a firm belief that ‘target zero’ is achievable
Auditing:
• Maintain and review the company’s strategy for the management of Health, Safety and the Environment management, and to monitor its performance and initiate/recommend continuous improvement programs
• Ensures periodic review of the Safety, Health and Environment Policy
• Facilitate implementation of program that would assure consistent compliance to the established operational controls thru proper training, regular monitoring and feedback system
• Conduct regular evaluation on the level of compliance to legal and other requirements through Audits
• Facilitate the conduct of internal audit and conduct of un/planned periodic review of the HSE management system
• Establish a system of identifying and correcting non-compliance, accidents including ‘near misses’
• Formulate tracking system to assure corrective and preventive measures are implemented
• Participates actively in the conduct of Incidents / Accidents to help determine the Root Causes and the evaluation of the appropriateness of the control measures
• Develop trusted and proactive relationships with regulatory agencies, local community and external suppliers to promote compliance and social responsibility, in the company’s business interest

Knowledge, Skills and Abilities

Education:
• Diploma in safety/ industrial hygiene/ ergonomics/ environment considered advantageous
• Registration with OHSA

Experience:
• Preference will be given to working experience in manufacturing, safety programs/ construction safety

Technical Skills:

• In depth knowledge on the Local and EU laws and standards
• Knowledge of HSE typical policies and procedures
